Accused killer of 12-year-old Jocelyn Nungaray due in court
SUMMARY: This morning, 26-year-old Franklin Pena, one of the men accused of luring and killing 12-year-old Joselyn in North Houston, is expected in court where a district judge will set his bond. Pena and 22-year-old Johan Jose Martinez Rangel, both charged with capital murder, allegedly lured Joselyn by asking for directions before tying her up, strangling her, and dumping her body in a creek. The suspects, Venezuelan nationals in the U.S. illegally, had been released earlier by U.S. Border Patrol.
