Where is Elvio Mancebo? Houston convict takes plea deal 6 years after double murder but skips sentencing
SUMMARY: Elvio Mancebo, an admitted murderer who was out on bond, is now wanted by officials after he skipped his sentencing and removed his GPS monitor.
